Lee Minnix, a native of upstate New York, is the owner of Happy Time Balloons.  Lee has been a Certified Balloons Artist (CBA) for nearly 10 years.  She moved to Roanoke in 1980, and started a successful singing telegram business called "Giggle Grammms" with costumed characters of all ages and occasions. From her love of balloons and creating large sculptures- Happy Time Balloons was born in 1985. Happy Time Balloons makes spectacular balloon decorations of arches, sculptures, centerpieces and more. Lee also operates "Happy Truck", an old fashioned Good Humor ice cream catering truck. The "Happy Truck" operates from April through September.
